One of the possible challenges in setting up a statutory body would be the financial implications, such as the cost of additional staff and funding for new initiatives. This issue can be solved by injecting land from the proposed logistics nodes into the statutory body to ensure its financial sustainability. The port back-up facilities surrounding the KTCTs can also be injected into the statutory body to enhance their utilisation efficiency. In the same way that the AAHK receives airport charges such as ground handling service and cargo revenues as income, the statutory body can take ship registration and tonnage fees as another source of income (Figure 58).92
