At the same time, the growth of floor area of private storage premises and private flatted factories have both
failed to catch up with the growth of throughput volume.

While total cargo movement in and out of Hong Kong grew by 42% from 2000 to 2017, floor area of private storage premises grew by
only 11%. Similarly, floor area of private flatted factories declined by 6% in the same time period, as some of the buildings have been
converted to commercial use under the Government’s revitalisation scheme for industrial buildings.
