For the trading of goods into, out of, and through Hong Kong, a trader is required to submit 51 different documents for trade declaration and customs clearance purposes to nine government agencies. A total of 24 out of the 51 documents are in electronic form, while the remaining 27 documents are in paper form. One can well imagine the burden of these trade controls and the cost of such documentation compliance.42
